As a policy at saipan international school, students are to keep their phones locked in their lockers from the first bell to the last bell, but honestly, if the students have a free period or they are at lunch, they should be allowed to use their phone. I don't see why not. Truthfully, teachers say they only want what's in the best interest for the student, but if they don't want to learn, then they don't want to learn. If teachers view it as a sign of disrespect, address the problem instead of making students less willing to respect you and your policies. Cell phone usage is important and yes, it can be a distraction but ultimately that's up to the individual and it shouldn't be something that requires "rules" on how and when to use it. It is not your property, it is the students and I view it as a breech to a student's privacy. And also If students were allowed to use cell phones in between classes and at lunch they would be less likely to use their cell phones during class.
